Sexual Contact With Animal Charges Filed

A Lexington woman has been arrested and is facing charges of knowingly engaging in sexual contact with an animal.

Rachel Mae Ramsey, 52, of Lexington, was arrested by the Rockbridge County Sheriff’s Office on March 15 and charged with one count of sexual contact with an animal, a class six felony, and animal cruelty, a class one misdemeanor. Two days later, her ex-boyfirend, Hubert Kenton Radcliffe Jr., was arrested, facing charges of possession of a video of the incident.

The investigation began when Radcliffe sent several video clips of a woman having sex with a dog to the Rockbridge County Sheriff’s Office. Radcliffe said he was able to identify the woman as Ramsey in the videos based on a tattoo on her lower back of two lions, flowers with vines and her children’s initials, which was visible in some of the videos. A dresser in the background of the videos also appeared to be the same as one that appeared in photos of Ramsey’s house.

Search warrants were executed on Ramsey’s house and car, as well as for photos of any tattoos, marks, or scars on her person. Several cell phones, tablets and laptops were recovered in the search and a warrant was obtained to retrieve data from two phones found in Ramsey’s car. On March 17, a warrant to search Ratcliffe’s car was executed, in which a phone was recovered that was believed to contain the videos that had been sent to the sheriff’s office.

Ratcliffe is scheduled to be arraigned in Rockbridge County General District Court on April 7. A preliminary hearing in Ramsey’s case is scheduled for June 2. - The Rockbridge County Sheriff’s Office made the additional following felony arrests over the past two weeks: Samantha Dawn Morris, 34, of Greenville, for one count of possession of a schedule I or II drug and one count of controlled paraphernalia on March 24.

Casey Lynn Camden, 43, of Natural Bridge Station, for one felony count of breaking and entering and one misdemeanor count of larceny of bank notes on March 20.

Lillian Kristina Rexrode, 46, of Goshen, on warrants from Staunton for six counts of felony forgery/uttering, one felony count of conspiracy and three misdemeanor counts of obtaining money by false pretenses on March 20.

Scottie Andrew Rexrode, 47 of Goshen, on warrants from Staunton for eight counts of felony forgery/uttering, one felony count of conspiracy and five misdemeanor counts of obtaining money by false pretenses on March 20.

Jeffery Lee Bane Jr., 34, of Lexington for one count of assault on a law enforcement officer on March 16.

The Buena Vista Police Department made the following felony arrests over the past month: Jason Bryce Edwards, 20, of Waynesboro, for one felony count of possession of a schedule I or II drug and one misdemeanor count of possession of stolen property on March 24, and one felony count of possession of a schedule I or II drug on March 25.

Travis Dayne Taylor, 42, of Buena Vista, for one felony count of possession of a schedule I or II drug, one felony count of possession of a gun while possessing a schedule I or II drug, one misdemeanor count of carrying a concealed weapon and one misdemeanor count of driving with a revoked or suspended license on March 22.

Kelsey Sorrells, 31, of Natural Bridge Station, for one count of possession of a schedule I or II drug on March 18.

Steven Francis Costanzo, 50, of Buena Vista, for one felony count of possession of a schedule I or II drug, one felony count of possession of a weapon while possessing a schedule I or II drug, one felony count of distribution of a schedule I or II drug and one misdemeanor count of possession of drug paraphernalia on Feb. 26.

Keri Ilene Mohler, 33, of Buena Vista, for one felony count of possession of a schedule I or II drug, one felony count of manufacturing/distributing a schedule I or II drug and one misdemeanor count of possession of drug paraphernalia on Feb. 26.
