Buena Vista has a new police chief. Wayne F. Handley will begin his duties leading the Buena Vista police department on July 1.
Handley comes to Buena Vista from the Norfolk sheriff’s office with over 23 years of law enforcement experience.
Throughout his 23-year career in law enforcement, he has held a variety of assignments while progressing in rank. Handley’s career includes extensive experience in areas of patrol and enforcement operations, investigations, law enforcement administrations and professional standards, as well as community affairs. He is a veteran of the U.S. Marine Corps, where he gained experience in special operations, emergency medical services and leadership.
“After an extensive search for Buena Vista’s new police chief, I’m happy to welcome Chief Handley to the Buena Vista family,” said City Manager Jason Tyree. “Chief Handley is a respected leader in law enforcement and has a proven record of community-centric policing and progressive leadership that will guide and shape the future of the Buena Vista Police Department. He is an excellent addition to our leadership team and the outstanding offices at the BVPD.”
Handley holds a master of science degree in education and a bachelor of science degree in political science, both from Old Dominion University. He is currently a doctoral candidate at Old Dominion University, where he is completing research on mental health programs for police officers. In 2019, he co-authored an article in the Richmond Public Interest Law Review, demonstrating his passion and expertise, said a city spokesman.
As a police chief and law enforcement leader, Handley “brings a collaborative leadership style to leading and organization, a proactive approach to community-centered policing, and an unwavering commitment to professionalism, as well as a strong focus on fostering and preserving relationships,” said the city spokesperson.
“I am very excited about continuing my career in public service with the city of Buena Vista,” said Handley. “By working alongside the officers and staff of the Buena Vista Police Department, I believe we can continue to enhance public safety services, strengthen community relationships, and make the Buena Vista Police Department an example for others to follow.”
