The City Council of the City of Lexington, Virginia (“City Council”) will conduct public hearings during its regular meeting on October 5, 2023, at 7:00 p.m., or as soon thereafter as the matters may be heard, in the first-floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, Virginia, on the following: 1. Pursuant to Virginia Code §§ 15.2-1800(B) and 15.22100, City Council will receive public comment on the proposed sale of City of Lexington Tax Map # 35-1-12, also known as 626 Waddell Street, to Echelon Resources, Inc. and Urban Core Realty, LLC. The parcels proposed for sale also are labeled as “Parcel #3,” “Parcel #4,” and “City of Lexington” on that “Survey for City of Lexington Virginia Department of Transportation Old Lexington Residency Lot City of Lexington,” prepared by Randall E. Trout, L.S., of Trout Land Surveying, dated January 17, 2020, and last revised on February 14, 2022 (“Survey”). The terms of the proposed sale of Tax Map # 35-1-12 are contained in the proposed Purchase, Sale, and Development Agreement among the City, Echelon Resources, and Urban Core. The Survey, the proposed Agreement, and the proposed Ordinance approving the Agreement and authorizing the sale of the above-referenced property are available for inspection in the City Manager’s Office at 300 E. 2. Pursuant to Virginia Code §§ 15.2-1800(B) and 15.22100, City Council will receive public comment on a proposed First Amendment to the Agreement of Purchase, Sale, and Development with Echelon Resources, Inc. for City of Lexington Tax Map # 291-31, also known as 0 Spotswood Drive. The proposed First Amendment will extend the Study Period under the original Spotswood Purchase, Sale, and Development Agreement to conform to the Study Period under the Waddell Purchase, Sale, and Development Agreement. The proposed First Amendment also will align other terms and conditions between the Spotswood Purchase, Sale, and Development Agreement and the Waddell Purchase, Sale, and Development Agreement, and it will ratify other provisions of the Spotswood Purchase, Sale, and Development Agreement. The proposed First Amendment to the Spotswood Purchase, Sale, and Development Agreement and the proposed Ordinance approving the Amendment and authorizing the sale of the above-referenced property may be viewed in the City Manager’s Office at 300 E. Jani Hostetter, Clerk of Council CITY OF LEXINGTON NOTICE OF PUBLIC HEARING TO REVIEW A PROPOSED AMENDMENT TO THE CITY OF LEXINGTON ZONING ORDINANCE

A public hearing will be conducted by the Lexington Planning Commission at 5:00 P.M. on Thursday, October 12, 2023 in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, to allow persons to appear and present their views in response to a proposal to amend the Zoning Ordinance to allow accessory dwelling units in Lexington’s residential zoning districts. The proposal is to amend Article III to add Accessory Dwelling Unit – Detached as a conditional use in the R-1, R-2, R-M, and R-LC zoning districts; to amend Article IV to add lot requirements for accessory dwelling units; to amend Article XI to add use and design standards for accessory dwelling units; and to amend Article XX to delete the definition for accessory apartment, to amend the definition for building accessory and to add definitions for accessory dwelling unit – attached and accessory dwelling unit – detached.

A copy of the draft Zoning Ordinance Amendment, case number ZOA 2023-01, is available for public review and examination between 8:00 a.m. and 5:00 p.m. in the Planning and Development Department located on the second floor of Lexington City Hall, 300 East Washington Street.

City of Lexington NOTICE OF PUBLIC HEARING ORDINANCE ORD 202309 AMENDING CITY CODE SECTION 366-17 REGARDING LODGING TAX

The City Council of Lexington will conduct a public hearing at 7:00 p.m. Thursday, October 5, 2023during its regular meeting, held in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, Virginia, concerning Ordinance 2023-09. The proposed ordinance will amend Section 366-17 of the Code of the City of Lexington, extending the 1% Lodging tax that supports the Virginia Horse Center for an additional five fiscal years through June 30, 2029.
