NOTICE OF PUBLIC HEARING BY THE BUENA VISTA PUBLIC SERVICE AUTHORITY

Notice is hereby given that on November 16, 2023, beginning at 6:00 p.m. or as soon thereafter as may be heard, the Board of the Buena Vista Public Service Authority (the “Authority”) will hold a public hearing to receive public comment and to consider the adoption of a proposed Resolution authorizing the issuance by the Authority of an aggregate not to exceed $5,424,000 Water Revenue Bond (the “Bond”). The Authority would issue the Bond to the United States of America, acting through Rural Utilities Service, an Agency of the United States Department of Agriculture (“RUS”), to pay capital costs to (a) purchase all of the various water system assets owned by the Economic Development Authority of Buena Vista, Virginia, (b) refinance and restructure the outstanding amount of the Authority’s 2011A Bonds, and (c) pay costs of issuance in connection with such undertakings(the “Project”). The Authority would pledge water revenues to repay the Bond and establish certain reserve accounts as required by RUS.

The public hearing, which may be continued or adjourned, will be held before the Board of the Authority in the City Council Chambers at the Buena Vista City Hall, located at 2039 Sycamore Avenue, Buena Vista, Virginia 24416. Any person interested in the Project, the Authority’s issuance of the Bond, or any other matters in connection with such financing may appear at the hearing, and may present comments. The Authority Board may set time limits on speakers and other rules and procedures for the conduct of this public hearing. Written comments regarding the proposed Resolution may be delivered or mailed to the Authority Board prior to the public hearing at the address above or given to the Authority Board during the hearing.

ROCKBRIDGE COUNTY NOTICE OF PUBLIC HEARINGS

Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that a public hearing will be held by the Rockbridge County Planning Commission on Wednesday, November 8, 2023, at or after 7:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following application: 1) PFJ Southeast LLC, PO Box 54710,Lexington,Kentucky, 40555 has made an application to amend the conditions of the current Special Exception Permit to expand the existing garage associated with the truck stop on the property. The property is identified as 711 and 713 Oakland Circle, Raphine, Virginia 24472 and is located on the west side of the intersection of Raphine Road (Route 606) and Oakland Circle (Route 917). The property is owned by PFJ Southeast LLC and is further identified as tax map number 28-A-14C. The property is in the General Business (B-1) Zoning District. Per section 605.03-18 of the Regulations, truck stops, truck terminals, and truck relay stations are a use by special exception in the B-1 District. The existing special exception permit was approved by the Board of Supervisors on April 24, 2017. The purpose of the pending application is to modify an existing condition of the current special exception permit to add a fourth bay to the existing garage. The property is located in the Walkers Creek Magisterial District.

NOTICE OF PUBLIC HEARING BY THE BOARD OF SUPERVISORS OF ROCKBRIDGE COUNTY, VIRGINIA

On November 14, 2023, beginning at 6:00 p.m. or as soon thereafter as may be heard, the Board of Supervisors of Rockbridge County, Virginia (the “Board”) will hold a public hearing regarding its intent to enter a lease arrangement of certain Leased Property (described below) with the Economic Development Authority of Rockbridge County, Virginia (the “Authority”) and a lender. Such lease financing arrangement would include an assignment of rents and leases and a grant of a leasehold interest in order to secure payment of an aggregate not to exceed $1,350,000 Lease Revenue Bond to be issued by the Authority on behalf of the County of Rockbridge, Virginia to pay all or a portion of the costs to purchase certain property for future economic development and pay costs of issuance for related financing(s).

The Leased Property includes the Rockbridge County Administration Building and related real property and improvements located at 150 South Main Street, Lexington, Virginia 24450.

CITY OF LEXINGTON NOTICE OF PUBLIC HEARING APPLICATION OF MAXMARK HOMES LLC AND WEATHERBURN HOLDINGS LLC PROPOSING AN AMENDMENT TO THE WEATHERBURN PLANNED UNIT DEVELOPMENT LOCATED AT THE INTERSECTION OF THORNHILL ROAD AND CHAMBERLAIN LOOP IN LEXINGTON, VIRGINIA.

A public hearing will be conducted by the Lexington Planning Commission at a meeting to begin at 5:00 P.M. on Thursday, November 9, 2023 in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, to allow persons to appear and present their views in response to an application by MaxMark Homes LLC and Weatherburn Holdings LLC. Application number PUD 2023-02 is a request to amend the Weatherburn Planned Unit Development to return to return Lot #21 to the PUD lot configuration as it existed prior to the most recent modification request dated June 19, 2023 and approved by City Council on August 23, 2023. The parcels subject to this request are TM# 39-1-1-20, TM# 39-1-1-21, TM# 39-1-1-22, and the adjacent open space (TM# 39-1-6).
