BV Council Approves Street Abandonment

Buena Vista City Council adopted an ordinance Thursday to abandon a 200-foot section of the 200 block of Poplar Avenue so a private road can be developed to serve two new houses of three that Raymond Holguin plans to build.

Buena Vista City Council adopted an ordinance Thursday to abandon a 200-foot section of the 200 block of Poplar Avenue so a private road can be developed to serve two new houses of three that Raymond Holguin plans to build.

The action item was held over from Council’s Jan. 4 meeting so City Attorney Brian Kearney could prepare a draft of conditions to be attached to the abandonment. Conditions include completion of an engineering report that must be followed with regards to stormwater management. Also, an enclosed corral must be installed at a designated location for trash receptacles from all three residences.

Ronald Cash expressed safety concerns about allowing a private road with a 20-foot width, rather than a “proper 50-foot (wide) road.” He worried that emergency vehicles would not have enough space to turn around.

Michelle Poulukis observed that having three residences sharing the trash receptacle area might not be an appealing sight for other neighbors.

Tom Roberts, director of planning, noted that city staff had worked closely with the developer to produce the best outcome for adding three new residences to the city’s housing stock.

A motion by Steve Webb to approve the abandonment, seconded by Daniel Staton, passed 4-1, over Cash’s dissent.
