ARPA Funds Go To Projects

BV Plans Town Square Pavilion, Park Work

American Rescue Plan Act funds of $300,000 are being earmarked for a couple of capital projects in Buena Vista.

City Council this past Thursday agreed to use $200,000 in ARPA funds for planned improvements of the town square in downtown Buena Vista and $100,000 for new restrooms and other items at Glen Maury Park.

Approximately 150 workers from a national Timber Framers Guild are coming to Buena Vista April 5-9 to erect a wooden pavilion for the town square property at the northwest corner of Magnolia Avenue and 21st Street.

Kristina Ramsey, the city’s director of economic development, requested funding to prepare the site in advance of the timber framers descending on the city. Costs associated with this endeavor would be for demolition of existing concrete and developing a concrete foundation, sidewalks and storm drainage system, purchase of roofing materials and installation, tree removal, site grading and relocation of electrical service.

The city is to be responsible for raising funds and securing materials through in-kind donations, organizing and providing meals for the workers and engaging the community in all aspects of the build. Ramsey said staff has begun outreach efforts to raise funds and get the community involved in the project.

She estimated funding from the city of between $100,000 and $200,000 would be needed to get the project going. Grants from various organizations and businesses are being pursued, she said. She estimated that the value of the finished project would be $650,000.

“Once built, the pavilion will offer a beautiful and centrally located event venue enhancing our downtown but the construction project itself will foster community engagement, local pride and proof that our city is vibrant and capable,” said Ramsey in a report to Council. “The cost to the city is still only a small portion of the total pavilion costs if we funded the construction entirely outright.”

Steve Webb made a motion to use $200,000 in ARPA funds for the project. Daniel Staton seconded the motion, which passed 5-0.

- Council also voted 5-0 to spend $100,000 in ARPA funding on improvements at Glen Maury Park.

These expenditures include $50,000 for new restrooms that will go between the lower campground and softball field, $20,000 for fencing and handicapped parking for the new playground, $25,000 to resurface the tennis courts and incorporate pickleball courts into them and $5,000 for contingencies. City Manager Jason Tyree said the work is to be done in-house.
