Carroll Next City Manager For Lexington

UVA Grad Has Served In Ohio, Md.

After several months of searching for the right candidate for the job, Lexington Mayor Frank Friedman announced at City Council’s regular meeting last Thursday that Tom Carroll will be taking over from City Manager Jim Halasz, who will be retiring on May 1.

Carroll brings more than 20 years of experience with him to Lexington, including terms as the city manager for Loveland, Ohio, and village manager for Silverton, Ohio. For the past two years, he has served as the city manager for Cambridge, Md.

Carroll graduated from the University of Virginia in 1992 with a bachelor’s degree in history, and then earned master’s degrees from Indiana University in the fields of sociology and public affairs. He is a credentialed manager with the International City/ County Management Association and is a member of the National Academy of Public Administration, a nonprofit organization that works with Congress, federal agencies, and state and local governments on issues of importance.

Friedman noted that the city was “fortunate to attract several quality candidates” who were considered for the next city manager.

“Tom is a consummate professional with terrific experience,” Freidman said. “City Council and I look forward to welcoming Tom and [his wife] Katie to Lexington to serve our neighbors and lead us to greater success in our beautiful community.”

Halasz retires after serving Lexington since 2019, concluding a career of more than 30 years of service to various city, town and county governments in both Virginia and Michigan. Prior to coming to Lexington, he served as the assistant city manager in Cadillac, Mich., for two and a half years, the village manager of Milford, Mich., for three years, the village manager for Paw-Paw, Mich., for five years, the deputy city manager and assistant city manager in Staunton for 12 years, and the county administrator in Halifax for six years.

In the letter of resignation he submitted to Council last August, Halasz called his years in Lexington “unequivocally the best job in my career.”

Carroll will begin serving as the city manager “on or about June 1.” No announcement has been made on who will fill the role of city manager in the interim.
