CITY OF LEXINGTON NOTICE OF PUBLIC HEARING TO REVIEW AN APPLICATION FOR A CONDITIONAL USE PERMIT TO ALLOW A PORTION OF THE BUILDING AT 2 S. MAIN STREET TO CONTINUE TO BE USED AS AN ASSEMBLY HALL

A public hearing will be conducted by the Lexington Planning Commission at 5:00 P.M. on Thursday, March 28, 2024 in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, to allow persons to appear and present their views in response to a Conditional Use Permit application submitted by John Adamson of Rockbridge Partners, LLC. The application is a request to renew the Conditional Use Permit to allow a portion of the building, located at 2 South Main Street (Tax Map #23-1-194) and owned by Rockbridge Partners, LLC, to be used as an assembly hall (i.e. Public Assembly).

A copy of the application, case number CUP 2024-02 is available for public review and examination between 8:00 A.M. and 5:00 P.M. in the Planning and Development Department located on the second floor of Lexington City Hall, 300 East Washington Street.

PLANNING COMMISSION PUBLIC HEARING April 9th 2024

Pursuant to Code of Virginia Section 15.2-2204 and the City of Buena Vista Land Development Regulations, notice is given that the Planning Commission will hold a public hearing to receive comment on the following matters.

1) Certificate of Appropriateness for demolition of 269 E 29th St.

The Public Hearing will be held in the City Council Chambers located in the Municipal Building located at 2039 Sycamore Avenue in Buena Vista during the regular monthly Planning Commission meeting at approximately 7:00 PM on Tuesday, April 9th 2024.

ROCKBRIDGE COUNTY NOTICE OF PUBLIC HEARING

Notice is hereby given per Section 15.2-2204 of the Code of Virginia and Section 808 of the County of Rockbridge Land Development Regulations (the Regulations) that the following public hearing will be held by the Rockbridge County Planning Commission on Wednesday, April 10, 2024, at or after 7:00 p.m. in the Board of Supervisors Meeting Room in the County Administration Building, 150 South Main Street, Lexington, Virginia 24450 to consider the following application: 1) Lewis W. Hamilton Jr. & Kendra R. Hamilton,1647 Magnolia Ave., Buena Vista VA 24416 have made an application for a special exception permit to develop and operate a special event venue. The properties are owned by Lewis W Hamilton Jr. & Kendra R. Hamilton and are located off of Black Bear Trail (Private Road) and are on the east side of Irish Creek (Route 603), approximately 4.06 miles east of the intersection of South River Road (Route 608) and Irish Creek Road (Route 603). The properties are in the Agricultural and Limited Uses (A-1) Zoning District. Per Section 602.03-13 of the Regulations, Special Events are a use by special exception in the A-1 Zoning District. The properties are further identified as tax map numbers 65-A-6(8.12 ac, - per tax records)and 65-A-6C (5.19 ac. – per tax records). The properties are in the South River Magisterial District.

City of Lexington Notice of Public Hearing FY 2025 Proposed Budget and Agency Funding Requests Notice is hereby given that a public hearing will be conducted by the Lexington City Council on Thursday, April 4, 2024, at 7:00 p.m. during its regular meeting, held in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, Lexington, to solicit input on the Proposed FY 2025 budget and FY 2025 agency funding requests. City Council will take comments offered at the hearing into account. Citizens are strongly encouraged to submit public comment in writing to the following email address: jhostetter@ lexingtonva.gov, by US Mail to City Manager’s Office, 300 East Washington Street, Lexington VA, 24450, or by leaving it in the City’s drop box at the rear of the building (facing the parking lot) and addressed to the City Manager’s Office. Comments will be distributed to City Council and entered into the minutes as public record. Copies of the proposed budget documents under consideration are on the City’s Finance page of the website.

CITY OF LEXINGTON NOTICE OF PUBLIC HEARING PROPOSED ANNUAL AMENDMENTS TO THE CITY OF LEXINGTON ZONING ORDINANCE

A public hearing will be conducted by the Lexington Planning Commission at a meeting to begin at 5:00 P.M. on Thursday, March 28, 2024, in the first floor meeting room of the Rockbridge County Administrative Offices, 150 South Main Street, to allow persons to present their views in response to zoning text amendments proposed as follows: Article 3. Use Matrix: correct the reference to use and design standards for Dish Antennas, add Cemetery as a conditional use in the P-OS zoning district and remove it as a permitted use in the R-1 zoning district, amend the Specialty Food Shop use classification in the R-LC zoning district to conditional, add Chickens as a by-right use in all zoning districts, and replace Gasoline Station use with Vehicle Fueling Station use.

Article 4. Zoning District Regulations: amend Areas and yards section to allow fences up to eight feet in height in commercial zoning districts.

Article 6. Entrance Corridor: amend Entrance Corridor lighting standards and light pole height limit to be consistent with the dark sky lighting requirements and maximum height for light poles in Article 15. Exterior Lighting.

Article 11. Use and Design Standards: add an explicit prohibition against outdoor storage for Home Occupation, amend Bed and Breakfast standards to allow an owner to reside on an adjacent parcel, delete the requirement that a Townhouse must front on, or be accessed by, a public street, and replace Gasoline Station with Vehicle Fueling Station.

Article 12. Off-Street Parking and Loading Requirements: add language clarifying that a conditional use permit allowing off-site parking in a remote parking lot can only occur on parcels located in the C-1 or C-2 zoning districts, and add language to the Design standards section specifically allowing electric vehicle charging equipment.

Article 13. Signs: add total sign calculation and maximum sign allowance language to the sign tables for the C-1 and C-2 zoning districts, and add language allowing signage to be displayed on electric vehicle chargers and fuel pumps.

Article 20. Definitions, amend Specialty Food Shop definition to remove cooking prohibition, replace Industry, Light with Industrial, Light to match the use listed in the Use Matrix, amend Story, Half definition to increase knee wall height to five feet and increase clarity, amend Short Term Residential Rental definition to clearly limit a property to one booking transaction per nightly rental, delete definition for Gasoline Station, and add definitions for Vehicle Fueling Station and Electric Vehicle Charging Station.

BUENA VISTA CITY COUNCIL PUBLIC HEARING April 4th 2024

Pursuant to Code of Virginia Sections 15.2-2204, Code of Virginia Chapter 32, City of Buena Vista Chapter 16, and City of Buena Vista Land Development Regulations, notice is given that the City Council of the City of Buena Vista will hold a public hearing to receive comment on the following matters.

1) Conditional Use Permit for a cat shelter (kennel) at 2463 Beech Avenue 2) Consideration of granting nonprofit organization exemption from real estate taxation: The Advancement Foundation (Virginia Innovation Accelerator), 245 W 21st Street. The current assessed value of the property is $854,500. The real property tax amount for the current year is $10,852.14.

The Public Hearing will be held in Council Chambers, City Hall, 2039 Sycamore Ave, Buena Vista VA 24416. The meeting begins at 6:00 PM on Thursday, April 4th 2024.
