Public Notice APPROVAL OF A CATEGORICAL EXCLUSION FROM AN ENVIRONMENTAL ASSESSMENT FOR A PROJECT FUNDED THROUGH THE VIRGINIA WATER SUPPLY REVOLVING FUND

Public Notice No.: WSL 07S-22 First Publication Date: September 25, 2024 Second Publication Date: October 2, 2024 The Virginia Department of Health has under consideration a request for a Categorical Exclusion from an Environmental Assessment for a waterworks project proposed to be funded through the Virginia Water Supply Revolving Fund which administers funding through the Bipartisan Infrastructure Law.

The applicant is The Maury Service Authority.

The proposed project consists of the replacement of approximately 3,500 linear feet of asbestos lined cement waterline along Route 11 and the installation of approximately 500 linear feet of a new line to the Houston Street Tank. The existing 12-inch waterline will be replaced with 16-inch waterline to match the rest of the system. Additionally, three Pressure Reducing Valve vaults along the transmission line and a new tap on the water storage tank are proposed. This project will address water loss and hydraulic issues within the existing system and water age issues by improving turnover in the Houston Street Tank. There are no stream crossings associated with the project. The majority of the project is within roadside right-of-way in previously disturbed areas or within cleared, maintained areas. The project may require tree clearing to avoid construction under the Old Farm Road bridge over Highway 11. No adverse environmental impacts are anticipated.

The project meets the following exclusion categories established by the Department: · Water line replacement/rehabilitation to correct exfiltration water loss problems or problems associated with inadequate water pressure. Rehabilitation of drinking water facilities such as reservoirs and storage facilities.

· An upgrade in level of treatment or facility improvements of an existing treatment works on the existing site of the works. The proposed action will result in a modest change in size, use, capacity, or purpose of the original location and is being designed predominately to serve residential users.

Documentation supporting this request includes: · Categorical Exclusion request letter by CHA Solutions dated 8/29/2024 · Financial and Construction Assistance Programs Environmental Review site visit memorandum dated 9/6/2024 On the basis of a review of the request and support documentation, the Virginia Department of Health proposes to approve the request.

Persons may comment in writing to the Department on the proposed approval of the Categorical Exclusion within 30 days from the first publication date. Comments shall include the name, address, and telephone number of the writer and shall contain a complete, concise statement of the factual basis for the comments. Only those comments received within this period will be considered by the Department. Following the comment period, the Department will make its determination regarding the approval.
