Collection Center Site Bought

Site On Old BV Road

A site for a trash and recycling collection center to serve the South River/Mountain View community has been secured.

The Rockbridge County Board of Supervisors on Monday voted to exercise an option to purchase a tract of land off of Old Buena Vista Road (Va. 631) that was taken out in July. The county is paying $250,000 to purchase the 25-acre tract of land from Amanda Goad. The tract is on the north side of Va. 631, just east of the railroad tracks, up the road from Mountain View Elementary School.

About 2 acres of the vacant 25-acre tract will be needed for the collection center. There are no current plans for the remainder of the property. Phase I of an environmental study has been conducted. The Virginia Department of Transportation has been consulted about establishing an entrance to the property. A VDOT entrance permit would have to be obtained.

The county has budgeted $595,700 in fiscal year 2024-- 25 for developing the collection center -- an amount that was intended to include land acquisition. Because the land purchase price was higher than expected, the supervisors may have to budget additional funding for the project.

A preliminary design for the collection center should be completed by mid-January, with the construction project going out to bid in February or March, said Dan Miear, the county’s solid waste and recycling manager, on Tuesday. He estimated that construction would start in late summer or early fall, and be completed in early 2026.

When this manned collection center opens, four unmanned Dumpster sites would be shut down – ones on South River Road (Va. 608) at Riverside and Midvale one on Old Buena Vista Road (Va. 631) at McKethan Park and one on U.S. 11 at Timber Ridge.

The county has for years had a solid waste plan that called for eventually replacing all of its unmanned Dumpster sites with manned collection centers. The objective is to better control the county’s solid waste disposal/recycling stream. Such centers are currently in place in Natural Bridge Station, Fancy Hill, Murat, Greenhouse Road, Fairfield and Goshen.

Future plans include developing two more collection centers – one in the northwest quadrant of the county (Brownsburg/Walkers Creek area) and one in the Forge Road area west of Buena Vista.
